Heather Baldwin-McDowell is a graduate of the University of the West Indies,
St Augustine Campus in Trinidad & Tobago. She has been practicing as a Public
Relations Practitioner since 1983 and served as Manager Communications and
Member Relations at the Copyright Music Organisation of Trinidad & Tobago between
2008 and 2009.
In May 2017, Heather became the Administrator for the Caribbean Performing Arts
Federation (CPAF) – Dominica Facebook page. The page is dedicated mainly to
support the development of the Creative Industries Sector in Organization of Eastern
Caribbean States (OECS) island territories. In 2017 she also became the Facebook
page Administrator for the Eastern Caribbean Copyright Licensing Association
(ECCLA). She is a Director on the board of the Trinidad and Tobago Reprographic
Rights Organisation (TTRRO), and was a board member of the Arts Society of Trinidad
and Tobago (ASTT) for approximately seven years. She also served as President of the
Public Relations Association of Trinidad and Tobago from 1987 – 1988.
Heather continues to provide public relations services as Public Affairs Officer to the
Ministry of Finance of Trinidad & Tobago, and offers consulting services as an event
planner and trainer in intellectual property rights management.
